Rules of origin: where the real work is

None of these preferential tariff rates apply automatically simply because a shipment originates from a Vietnamese port. Each agreement carries its own rules-of-origin requirements, specifying how much of a product's value or which production processes must genuinely occur within the FTA area for the finished good to qualify for preferential treatment. A manufacturer that assembles imported components in Vietnam without meeting the applicable origin threshold does not receive the preferential rate regardless of the factory's physical location — making rules-of-origin compliance a genuine, ongoing operational discipline for an export-oriented business, not a one-time paperwork exercise at the point of shipment.
